We%26#39;ll be stopping in Shipshewana mid-day on a Friday in October. Where is the best place for lunch? What store/s should we see for sure? Is there a cool 1-hour tour or buggy ride?

For a restaurant in Shipshewana, I would recommend the Blue Gate Restaurant, located right in downtown Shipshewana at the 4-way stop on Indiana Route 5. The restaurant has a web site.
Before and after lunch you can wander through downtown Shipshewana, an area of only about 6 square blocks filled with shops loaded with souvenirs, crafts, and furniture. Just walk through the area and into any shop that looks interesting to you. There are also several other shops scattered along Indiana Route 5 south of downtown.
Buggy rides are available right next door to the Blue Gate Restaurant, although I think you may have to cross the street to pay for the buggy ride.
What's best to do in 4 hours?
The best place to eat in Shipshewana is the Blue Gate. It serves Amish style or menu. 4 hours, in my opinion, is not near enough time to Spend in Shipshe. But start at the Davis Merchantile and just start going to all the shops there in town. There are more places to shop just south of town, but I prefer downtown. There are buggy rides right there at the Blue Gate. If you go to Meno-Hof you will learn all about the Amish and Mennonites. Very very interesting, but takes a little better than an hour. Don%26#39;t forget to get a JO-Jo%26#39;s pretzel at the Davis Merchantile.
